[caret-color] Styling caret-color with optional second color value. A recent spec change at [1] that introduces a second color to caret-color in order to allow to set the text color when caret-shape is block. This CL adds the the styling support. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
