Update comments for cc_wrapper and disable pch Update old comments on the usage of cc_wrapper: CCACHE_CPP2 is enabled by default and some of the tools can be used on Windows. Also, disable precompiled headers since those aren't supported by sccache and require specific compiler options not set by Chromium for ccache. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
