Switch GPU Win/4070 tester to Win11 Switches the GPU Win/4070 configuration to target Windows 11. Builder names are left alone for now since the dimension changes cannot be tested in the same CL as a trybot rename. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
