[Safe Browsing] Move //components test targets to components_unittests Noticed while restructuring the component that some of its unittests are built and run in //chrome's unit_tests. Unittests that live in //components should be built and run via components_unittests. This entailed tracking down and fixing an ODR violation due to safe_browsing::MockSafeBrowsingDatabaseManager definitions in separate unittest files. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
