[ftp] Disable FTP by default.

FTP was already being disabled by default via a server-side config until
recently. However when the server-side configuration expired it became
evident that the hardcoded default was not set to disabled.

How this affects users:

  * Browser installations which were unable to communicate with the
    Finch server would not have disabled FTP until now. This category
    includes some enterprises and schools.

  * Other browsers based on the Chromium codebase that didn't implement
    an equivalent experiment management framework or didn't disable FTP
    via an equivalent configuration would not have disabled FTP until
    now.

Some users in the community have not had an opportunity to respond to
the FTP deprecation due to the above. Hence we'll be reconsidering the
deprecation timeline with apologies to folks who are monitoring the
situation.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
