Reland "Remove kLowPriorityAsyncScriptExecutionLowerTaskPriorityParam" This is a reland of commit 88f577c463b100592cc85aeeac39f3fb5b82223b The previous commit caused test failures in linux-autofill-captured-sites-rel due to an incorrect task priority calculation. This CL corrects the calculation and adds a corresponding test. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
