fix mouseleave coordinate on Windows

|MakeWebMouseEvent| skips setting WebMouseEvent.PositionInScreen on
Windows because the coordinates are set from NativeEvent. However,
ET_MOUSE_EXITED type events are made from UiEvent instead. This causes
MouseLeave event's screen coordinates not been set.

This CL makes the if statement same as the condition on line 245,
so onWindows, mouse leave event's screen coordinates will be converted
from ui event.
