ozone/wayland: Add support for xdg-toplevel suspended state Add the initial plumbing for suspended state. One use case is to be able to work around compositor-side throttling when window is suspended during a screen capture session. See crrev.com/c/5962403. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
