PartitionAlloc: Additional C++23 presubmit.

Chrome recently dropped C++20 support. Developers started to use C++23.

This patch strenghten our C++23 ban presubmit to prevent the new wave of
change to be merged unexpectely.

PartitionAlloc supports V8, Dawn, Skia, Angle. Those are still
supporting C++20.
