Compress debug sections using zstd, and enable for symbol_level=1

Want to see if this helps mitigate a regression in the "isolate tests"
step when enabling symbol_level=1

Building all targets with use_mold=true, my lib.unstripped went from
106G->49G with no noticeable slowdown in link time. The size will be
further decreased by https://crrev.com/c/7808148
