Enable 64-bit browser targets by default
When first added, there was concern that the extra targets would heavily
increase the load on build bots. However, there aren't actually many
Android-64 bots, so we've decided to enable the targets by default for
the sake of keeping them healthy.
Keeping the kill switch for now just in case.
