Add info about an applied seed's limited layers to the system profile.
A variations seed may or may not contain (A) a limited layer and (B)
studies that run in the limited layer. When a seed is applied, add this
information to the system profile.
In the interest of (A) small CLs and (B) landing this code ASAP, an EG
test will be added in a follow-up CL.
