Remove the UMA.CleanExitBeaconConsistency2 metric.
This metric captures the combined state of clean exit beacons stored in
platform-specific locations and Local State. For the platforms on which
this metric is recorded, Windows and iOS, the source of truth for the
clean exit beacon is now the beacon file rather than Local State.
As a part of the clean-up of the Extended Variations Safe Mode
experiment, which launched the use of the beacon file, among other
things, Chrome will stop updating the beacon in Local State for iOS,
Windows, and other applicable platforms. Doing so will render this
