      "message": "policy: Run EnterCriticalPolicySection reload task at USER_VISIBLE\n\nScopedCriticalPolicySection::Init() posts the ::EnterCriticalPolicySection\ncall with no TaskPriority, so it defaults to USER_BLOCKING. That Windows API\ncan block for minutes, so holding the highest-priority thread-pool slot for\nit can delay genuinely user-blocking work.\n\nThis task is not on the startup-critical policy load. The initial load reads\nthe registry directly via AsyncPolicyLoader::InitialLoad() -\u003e\nPolicyLoaderWin::Load(), which never enters the critical section; the section\nis only entered by PolicyLoaderWin::Reload(), i.e. the asynchronous reloads\n(periodic refresh, Group Policy change notifications, or an explicit\nRefreshPolicies).\n\nPost the task at USER_VISIBLE instead of USER_BLOCKING: it still runs promptly\nenough to usually acquire the section before the 15-second fallback (so reloads\nkeep reading policy with the section held), but no longer ties up a\nuser-blocking slot for a potentially minutes-long blocking call.       "message": "Skip deep clone in SchemaValidatingPolicyHandler on validation failure\n\nSchemaValidatingPolicyHandler::CheckAndGetValue() unconditionally clones\nthe policy value before calling Schema::Normalize(), even when the value\nfails validation entirely. Since Schema::Validate() is a read-only check\nwith the same pass/fail semantics as Normalize(), we can call Validate()\nfirst to detect failures without allocating.\n\nThis avoids an expensive recursive base::Value::Clone() on the failure\npath. This service is wired into the startup\nand profile lifecycles for both desktop Chrome and iOS.\n\nThe service records the following UMA metrics:\n- Enterprise.ManagementService.PlatformManagementStatus: Records the\n  active management authority of the underlying OS/device.\n- Enterprise.ManagementService.BrowserManagementStatus: Records the\n  management authority of the browser per profile.
