Increase gl_tests_passthrough sharding
Increases the sharding on several CI builders that are mirrored to the
CQ in order to get the total step time under 10 minutes, which is a
project-wide goal this quarter.
Affected CQ builders:
1. linux_chromium_tsan_rel_ng, currently at just about 10 minutes
2. mac-rel, currently at 12 minutes
Adjusts in test_suites.pyl instead of test_suite_exceptions.pyl in
order to avoid adding more exceptions, so some additional builders
have their sharding increased.
