ResourceLoadScheduler: add the memory stats feature to fieldtrial test config This is a follow up to https://crrev.com/c/604642. Our finch experiment will enable ReportRendererPeakMemoryStats feature on non-windows platforms, so this patch adds it to the fieldtrial test config.
