Skip android_platform tests on Windows
The android_platform tests fail on Windows and probably shouldn't be
running there at all, so this change disables them on Windows rather
than trying to fix them.
This also removes a redundant call to PanProjectChecks - this is handled
by the root-level PRESUBMIT.py
This change was tested with this command:
git cl presubmit --files=third_party\android_platform\*
