Remove ref to //third_party/android_sdk:cpu_features

All targets that depend on //third_party/android_sdk:cpu_features have
been transitioned to //third_party/cpu_features:ndk_compat. Remove the
now unused reference here so that targets cannot take a dependency via
this directory in the future.
