Remove unused packages from android-sdk-packager

This was at one point used to test the size of apk diff updates, but has
not been used in years.

"patcher" no longer exists (see bug).
"android-TiramisuPrivacySandbox" is not required now that we target U.
"sources" was at v31, so hasn't been kept up with platform.
"build-tools-25" is still used via DEPS, but we do not need to look for
    package updates to it anymore.
