Android: Update cmdline-tools and platform-tools

Updates cmdline-tools from 4.0 to 5.0.
Updates platform-tools from 31.0.2 to 31.0.3.

Fix:
- Updated baseline.xml files and suppressions.xml files for lint.

A follow-up CL will re-enable androidx custom lint checks.
