Make binutils download non-fatal for unexpected architecture

The third_party/binutils/download.py script is run via the DEPS file
by 'gclient runhooks'.  The native_client/DEPS file used for the
standalone NaCl build uses this too, but the standalone NaCl bots
include ARM hardware.  There is no facility in gclient to make the
hooks conditional on the machine (only on the OS), so the script has
to work on an ARM host too.  Since the locally-built binutils will
only be used when building for x86-64, the hook should not error out
on an ARM host.  Note this non-fatal treatment is the way the script
behaved before the change in r266729 (commit ac29639).
