Download the latest gnu-config files in `make dist`.

* builds/toplevel.mk: In `make dist`, checkout gnu-config
git repository at savannah, copy the latest versions of
`config.guess` and `config.sub` to builds/unix/.  Also
the latest version of `gitlog-to-changelog` is used to
generate `ChangeLog`.
