Roll fuzztest/centipede
Centipede is one of our fuzzing engines; it's a component of the
fuzztest repository. This rolls fuzztest in order to get centipede's
support for multiple DSOs, which is needed to support the Chromium
component build.
This also takes the opportunity to reduce some duplication in the
BUILD.gn file.
