private_membership: Support all new RLWE use cases
This CL is adding a quick workaround to support all new
PSM RLWE use cases to the Chromium's library version.
All these RLWE use cases already exist in the upstream, but
the workaround have to be added because:
1) The syncing from the upstream is broken (will be tackled
afterwards to remove all existing workarounds!)
2) The new PSM AD use case need to be unblocked to proceed
with the remaining required +9 CLs (CL chain crrev.com/c/3173027)
to launch in M98
