private_membership: Add go package for private_membership protos
The new version of dev-go/protobuf requires explicitly specifying
the go_package inside proto file to be included.
That change already has been done in the upstream, see
http://cr/410991402.
At the moment, the syncing between the upstream and Chromium's library
version is broken. There is a CL depending on that change
(i.e. http://crrev/c/3252922). Therefore, the workaround was required
until the syncing will be fixed.
