Use new enterprise components in DIR_METADATA
This commit replaces the references to the "Enterprise" monorail
component with "OS>Software>Enterprise" and its subcomponents for all
directories that aren't desktop-only.
Also add relevant Buganizer components where it's possible, and
use more correct non-enterprise components where it's better
("UI>Shell>StartScreen" and "Platform>Apps>FileManager").
