clang: Rebuild package now that linux_upload_clang is on bionic
linux_upload_clang is now running bionic instead of trusty. We don't
build clang in a sysroot at the moment, so that means clang now requires
bionic instead of trusty (or comparable).
We believe that all bots are running new enough linux versions by no
