[rust] Don't use zstd in the toolchain build

This reverts commit 609097961f5d0eba6ae72f205857f56a0f92eb1c and instead
passes a new option to clang's build.py to disable zstd in the llvm
build, thus avoiding the problem of using zstd in the rust toolchain
build not working on mac/arm64.
