Rewrite HAVE_AS_FUNC to zero under non-Windows, to suit Clang. Fuchsia's toolchain does not support no-integrated-as, and Clang's assembler does not support .func/.endfunc. Since we don't need those and would prefer to use Clang's integrated assembler where possible, we can safely switch off HAVE_AS_FUNC in configs for all Clang-based platforms (i.e. everything except Windows). Ideally we should instead update build_ffmpeg.py to configure the build with --cc=clang etc, to more closely match the Chromium build, in which case this would be auto-detected as not supported.
