Remove remaining debug Buildbot bots from chromium.gpu.

These are:
  GPU Linux Builder (dbg)
  Linux Debug (NVIDIA)
  GPU Win Builder (dbg)
  Win10 Debug (NVIDIA)

Reclaimed slaves:
  Windows: vm89-m1, vm91-m1
  Linux: slave63-c1, slave48-c1
