Add isolate target name to step_metadata.

This is meant for Findit to be able to tell from the step metadata alone
the name of the isolated (i.e. as surfaced by 'isolate tests' step) and
thus be able to search for a similar prebuilt isolate in the index.

Hi build contributor! If you do any change in scripts/master/ or touching any master's html/ directories, you must restart master.chromium.fyi first and ensure that it still works before restarting other masters.
