Use fast CL for win7-rel led recipe tester.

win7-rel takes longer to cycle than linux-rel. Since most of the relevant recipe
logic is tested using teh slow CL in linux-rel, there's no point in running the
slow CL on windows as well.

Hi build contributor! If you do any change in scripts/master/ or touching any master's html/ directories, you must restart master.chromium.fyi first and ensure that it still works before restarting other masters.
