[flutter] Switch client.flutter to remote_run. This will make all client.flutter builders use the newer 'remote_run' instead of 'annotated_run'. Because remote_run sets paths up differently than annotated_run, we believe this will be able to work around the breakage from crbug.com/5e53d73e9bcec42830e10b835bc328eb75c9423f.
