Don't run any presubmit hooks on upload for chromium/tools/build.

The pylint checks take 60 seconds so making the developer wait for them to
finish is a super annoying flow interruption.

These checks run on commit/dry-run anyway.

Hi build contributor! If you do any change in scripts/master/ or touching any master's html/ directories, you must restart master.chromium.fyi first and ensure that it still works before restarting other masters.
