Revert^4 "Use chroot-based testing for ART target angler-armv8-ndebug."

This reverts commit bb9b22a68e2a26e0d4b12a864b2f340d688ab1e1.

Test issues on the ART Buildbot that prompted the revert have
been addressed both in the Chrome Infra Build project and in ART.
