Create minimal manifest and build config.
This respository is being used to test site specific cbuildbot
configurations.
Create a minimal build configuration that can be used to do a real
build.
Also, add a manifest, meaning this repository can be used as the
manifest for test builds (though, that's a bit circular). Doing so
helps to avoid creating yet another temporary test repository just for
the manifest file.
BUG=chromium:509900
TEST=None yet, initial commit has to exist to allow testing.
