Main updates:
- clvk
  - remove patches clvk-00-GITHUB-PR-810-improve_logging.patch & clvk-01-GITHUB-PR-809-reuse_descriptor_set.patch
  - clean clvk.conf
- clspv
  - LLVM update
  - Add patch to revert "Add support for SPV_KHR_fma". It is not
  supported by ChromeOS SPIRV-Headers, and we do not want to uprev
  them right now.
