pupr_gerrit_interface: use local chrome path if project is chrome

For LKGM uprevs, the project name is chromium/src or chrome/src. If we
are running in a checkout where `chrome/src` exists under `start_dir`,
use it as the repository path instead of calling `repo.project_info`
which fails for non-manifest projects.
