Updates the built-in Google TTS engine.

Notable update is that TTS events now send start and end character
indexes with each 'word' event.

TEST=Tested on ChromeOS emulated on Linux, an Eve chromebook (x86_64) and a Peach Pit (arm). The TTS debug extension showed no issues, spot checking voices they all seem to work correctly.

Common Assets

This repository assets contains assets (images, sounds, etc.) that are used in both official and unofficial builds. These files are installed by the common-assets package.

See also the chromiumos-assets repo which has unofficial resources, and the chromeos-assets (internal only) repo which has official resources.
