Disable auto start on boot This reverts part of be64bd80 which enables the battery updater on boot. With this change the upstart job will not start on its own, but would need to be run manually. This behavior is discussed in http://upstart.ubuntu.com/cookbook/#job-with-stop-on-but-no-start-on BUG=chrome-os-partner:36310 TEST=None initially, verify battery updater is not run in normal mode OS image after landing.
