atlas: limit hi_res bitmaps to en
we should keep the selected hi_res bitmaps consistent across boards in
the same SoC family. the current (common) flash layout doesn't
support enabling multiple bitmaps and building the MRC with RMT
enabled at the same time. so, just limit atlas to [en] so we don't
end up with atlas specific build problems.
