Fix libusb test fails on build server

Tests that involved libusb fail on build servers. Libusb features
are added to local and autotest endeavors. Only environment-agnostic
features are parts of  the unittest.
BUG=none
TEST=cros_workon_make and emerge-guado cfm-device-monitor and make
sure both run to completion.
