Bluetooth: deploy pip with apt and update setuptools
The original way to deploy pip, manual install of dependency, and
bootstrap script, are outdated. Pip is now fully supported with apt.
Update to use apt for pip installment to provide more consistent
behavior. And update to use the latest Python setuptools.
