bluetooth: add option NEEDS_SYSTEM_UPDATE
To downgrade apt-clone packages is not reliable and may be error prone,
this patch skip the packages installation if the flag
NEEDS_SYSTEM_UPDATE in the Makefile is 'False'.
This provide us a way to control the system packages installation.
