Bluetooth: Increase duty cycle of inquiry and page timeout

This adds two new configurable settings for classic Bluetooth to
improve connection success rates:
- hci_page_timeout: Increased to give more time for initiated
connections.
- hci_inquiry_parameters: Adjusted to make pi easier to find.
