Add the i2c_fpga driver for the FPGA I2C controllers

This library is used by the new FPGA-TIO driver. It is customized to
control the I2C by interacting with the FPGA programming interface.

BUG=chromium:374103
TEST=Pending test, to wait for all the stuffs ready for the FPGA-TIO driver.
