Ignore the _BIT_DDC_MONITOR flag on enabling/disabling an EDID

The _BIT_DDC_MONITOR flag does not affect responsing an EDID. So
ignore this flag and don't set/clear its value.

TEST=Tested the APIs manually and checked CrOS by calling i2cdump.
