Expose the API WaitVideoInputStable

This API helps to identify the video from DUT stable or not. We can get
the accurate time to check DUT with xrandr command.

TEST=Together with the CL:198317, tested the display_ChameleonSetup test:
$ test_that --args "chameleon_host=$CHAMELEON" $DUT display_ChameleonSetup
