bootperf: use tast for bootperf and showbootdata
This change switches the backend of bootperf and showbootdata from
the autotest "platform_BootPerfServer.bootperf" to tast
"platform.BootPerf". The script bootperf is de-shelled with a rewrite
using python3.
The files under bootperf-bin are moved from
src/third_party/autotest/files/site_utils because the scripts no longer
runs Tauto. The change that removes the copy is in
