crosdl Test Team wrapper: Allow ip addresses as a destination.

This wrapper around gsutil and cros flash helps members of the Test Team
make usb sticks from official builds with a single command.  By request, this
change allows ip addresses to be passed to cros flash as well.

TEST=Ran with the code paths changed
